Integrated Solid Waste Management (ISWM)

Project Description: To achieve the magnanimous task of managing the solid waste of Mumbai city MCGM sort the services of Infrastructure Leasing & Financial Services (IL&FS) Ltd as a consultant to the ISWM project. The role of IL&FS is that of a project developer, financier and technical advisor. IL&FS is also the co-ordinator between MCGM and the project operator; its services include review of construction and O&M plan, monthly supervision and reporting during construction and O&M stage and development of performance standards and monitoring mechanism for the project. A comprehensive SWM Plan with special focus on treatment of waste and scientific management of disposal sites at Gorai, Mulund, Deonar and Kanjurmarg has been prepared by IL&FS Ecosmart Ltd (Ecosmart) for MCGM. Ecosmart closely examined the possibilities to recycle and reuse the waste, with special emphasis on the commercial and marketing aspects of the processed (recyclables, compost, waste to energy) outputs generated.

The ISWM project with its wide range of activities, involving every stakeholder in the process would act as a benchmark and a replicable model for other cities. Specific issues that arise in the ISWM plan due to the unique environmental setting of Mumbai, vast quantities of waste and its characteristics and the fast pace of population growth and economic development are of relevance to other growing economies. The project clearly demonstrates how new models of partnerships involving co-operation from the public, private and corporate sectors, NGOs, community associations and the citizens at large can contribute towards improving the quality of life in the city. The problems faced at these sites are unique in nature, which makes this contract one of the most challenging and prestigious mandates in the SWM field. 

JNNURM Funding: IL&FS Ecosmart prepared a Detailed Project Report of the Solid Waste Management project for Mumbai city. This was submitted to the Ministry of Urban Development (NURM directorate), Government of India to avail JNNURM funding for the project. The DPR was approved during the State level Steering Committee meeting in May 2007 which was chaired by the Chief Minister of Maharashtra. The Central Sanctioning and Monitoring Committee during the 38th Meeting (held on November 23, 2007) cleared funds amounting to Rs. 62.57 crore for the project.  The total cost of the project is Rs. 476 crore out of which Rs. 254 crore will come from the private sectors.

The Gorai dump site has been commissioned for scientific closure. Based on I&FS Ecosmart’s recommendation, MCGM has awarded a contract to scientifically cap and seal the Gorai dump site, developing a green cover on the capped dump site, and ensuring due maintenance of the capped dump site and the green cover over it for a period of 15 years after the completion of capping.  The tendering process is presently underway for the Mulund, Deonar and Kanjurmarg dump sites.
