Project Description:Infrastructure Leasing and Financial Services Limited (IL&FS), one of the largest infrastructure financing and project development companies in India is contemplating an imported coal based Thermal Power Plant of 4000 MW capacity with Super Critical Technology near Cuddalore in Cuddalore District, Tamil Nadu. The proposed thermal power plant, captive port and desalination plant are located in Kottatai, Ariyagoshti, Villiyannalur and Silambimangalam revenue villages in Parangipettai Block of Cuddalore district, Tamil Nadu. The proposed Thermal Power Plant (TPP) will bridge the power supply and demand gap at regional as well as national level, shall be set up in 3 Revenue Panchayats – Ariyagosti, Kothtai and C.Pudupettai of Parangipettai Block of Chidbaram Taluk in Cuddalore District.
The proposed power plant is spread across 1208 acres of agricultural and cultivable wasteland and whose acquisition would have direct and indirect impacts on the socioeconomic status and livelihood of the local community residing in the adjoining hamlets. IL&FS has engaged Ecosmart to advise on the anticipated social impacts due to the project and based on the analysis formulate a project specific Rehabilitation and Resettlement Action Plan. Specifically, which shall identify the various social impacts, mitigate all unavoidable negative social and resettlement specific impacts, if any by means of a sustainable Rehabilitation and Resettlement framework and an implementation road map.

- Preparation of scope of works for activities under RRAP formulation
- Identification and selection of consultant/s for RRAP preparation
- Supervision of formulation of RRAP
- Preparation of survey questionnaire as per project requirements and NRRP 2007.
- Periodic Review of progress achieved by RRAP Consultant in Census and socioeconomic survey through field visits and participation in stakeholder consultation
- Review and checking of data collected at field, data validation and scrutiny
- Formulation of eligibility criteria and Entitlement matrix for project affected persons as per NRRP 2007
- Formulation of project’s R&R policy
- Finalization of Social Impact Assessment Report
- Formulation of Rehabilitation and Resettlement Action Plan
- Assistance on R&R related queries during public hearing and Environmental clearance from MoEF
