Project Description:The new notification issued on the prior environmental clearance process by the MoEF, Government of India on September 14, 2006 delegates substantial powers to the State Level Environment Impact Assessment Authorities (SEIAA) for granting environmental clearance in respect of certain categories of developmental activities/ projects. The full benefits of the reengineering process would accrue more quickly if the project proponents and consultants could be offered guidance in drafting Environmental Impact Assessment (EIA) reports.

MoEF has retained ECOSMART to develop Technical EIA Guidance manuals to facilitate the project proponent, the EIA Authority and the parties involved in the environmental clearance with proper guidance to accelerate the clearance process.

The purpose of developing these sector-specific technical EIA guidance manuals (TGM) is to provide the stakeholders i.e., project proponent, consultant, the reviewer, and public, clear and concise information related to following:

• Conceptual facets of an EIA
• About the industry sector including environmental concerns and control technologies etc.
• Operational aspects
• Roles and responsibilities of various organizations involved in the process of prior environmental clearance

Ecosmart is working on developing sector-specific guidance manuals for 27 industry and related infrastructure developmental activities. These manuals aim to act as the vade mecum for all the parties involved in EIAs including the newly constituted SEIAAs.
